Abstract
Abstract: The article analyses the philosophical content of the principle of “serving the interests of the population” and the conceptual foundations for preventing “social dependency”. It examines the philosophical essence of the concept of “interest”, the concept of active citizenship, institutional trust and social justice as factors for improving the human-centred model of local representative authorities.
