Abstract
Annotatsiya: Mazkur maqola O‘zbekistonda 2017–2025 yillarda innovatsiya va
innovatsion yetakchilikka qaratilgan institutsional islohotlarni har tomonlama tahlil
qiladi. Tadqiqot yetakchilik nazariyalari (Transformatsion, Kouch-yetakchilik)
prizmasidan islohotlarning makro-darajadagi ta’sirini (Innovatsion rivojlanish
vazirligi, Strategiya 2030) baholaydi. Maqolaning markaziy xulosasi shundan iboratki,
islohotlarning muvaffaqiyatiga yuqori Hokimiyatga Masofa (PDI) va Noaniqlikdan
Qo‘chish (UAI) bilan xarakterlanadigan an’anaviy byurokratik yetakchilik uslubi
to‘sqinlik qilmoqda. Muallif Tranzaksion nazoratdan Intellektual rag‘batlantirishga
asoslangan Transformatsion-Kouchlik modeliga o‘tish zarurligini ta’kidlab, kadrlar va
moliyalashtirish sohasidagi madaniy to‘siqlarni bartaraf etishga qaratilgan kompleks
strategik tavsiyalar tizimini taklif etadi.
